lovely weather we've been having. >> it's going to be continuing. take it in. this weekend you're going to head straight for the beach. it's going to be hot this weekend. let's get a look outside right now with all of our microclimates. 56 in san francisco. as you step out the door, maybe a light jacket and we ale have some interest near the coast. highs today reaching 80 degrees in the north bay and the south bay, tri-valley reaching the low 80s. make is giving us a look at the east bay i'm looking for a slowdown. over here closer to the water, easy flow of traffic. moving to the east, that's where we see the sensors. i showed you this live look just a couple of minutes ago. and it was like this. it was at the limit. but also pretty well populated. we'll look at the bay bridge where from emeryville we look across san francisco. the bridge is clear.

driving is just fine. back to you. we're going to win. we're going to win so big. >> well it was quite the night for donald trump who kicked off a night, night one of the republican national convention breaking tradition appearing right away. donald trump himself introduced the night's main speaker, his wife melania trump who taukds about her husband's kind nature. a speech that was widely praised at first until people realized it sounded familiar. tracie potts is joining us from cleveland, ohio with the overnight reaction. and a lot of critics are crying foul here about this speech. good morning. >> reporter: they are because they think it was very similar to the speech that michelle obama did in 2008. we've got pushback new this morning from the campaign, the trump campaign on whether or not this was plagiarism. getting a lot of attention on

trump was plagiarize michelle obama. back to you. >> we saw the clips there back-to-back. thank you very much. we give you another vantage point from inside of the q, quicken loans arena in cleveland, ohio. the republican national convention is going to continue tonight. stay with nbc bay area for the latest out of cleveland. nbc news has crews there all week long. now to breaking news just coming into the newsroom. an active crime scene unfolded overnight in the east bay. >> police surrounded a car crash in san leandro. kris sanchez is live with what we know so far. >> reporter: it's a carjacking. we definitely saw skid marks as we were driving up bancroft avenue. then we saw the skid marks and then we saw where the car ce to crash. this is the guardrail that would protect you from a vehicle if you were waiting as a pedestrian for the light to change.

there is no way that that car would have been drivable. we just saw it being taken away on a flatbed truck this morning. the tires were point in the wrong direction. the windshield was smashed out. this is how the chase ended but the three suspects being loaded into the ambulance. after they're checked out they will be taken into custody. but before police had suspects out of the car safely they did have to apreach with guns drawn because the officers were not sure whether those three suspects were armed. a k-9 assisted in the apprehension of the three suspects and police describe as dramatic beginning as the end. police say the suspects allegedly car jack someone in hayward and then took off. officers started pursuing the vehicle. the driver went to san leandro. we mentioned the skid marks we saw going on to east 14th street. again the car is not drivable. the good news is here, this is a very busy thorough fare but all

of this was cleaned up before the morning commute kmoo. chris san ched "today in the bay". more breaking news this morning coming out of taiwan where a tour bus crashed into a highway railing sparking a fast moving fire, killing all 26 on board. the bus was traveling to the island's main airport at the time of the crash. the driver and a tour guide also died. right now the crash is under investigation. developing story this morning in germany, isis is claiming responsibility for an attempt on a train that seriously injured five passengers. authorities say a 17-year-old teenager from afghanistan used an ax and a knife on board a commuter train. it all happened last night 20 miles east of frankfurt. two of the victims are reportedly in critical conditions. officers shot and killed the suspect. they later discovered a hand

painted isis flag among his belongings. cal police are trying to figure out who fired a bb or pellet gun on campus. for a brief moment it created panic and scary moments for the students. shots were fired at the international house which is a program center housing for international students. it happened midnight on monday night and there is very visible damage as a result, including a window that was shattered. a student was struck and has a flesh wound by his eye. >> the faces of the people who were running towards us, they were like really scared. all of the stuff just happens in like 20 second or something, you start to panic. >> police searched for the suspect and didn't find him. investigators believe that that shooting may have been carried out by two men who shot a man with a bb shortly before the attack at the international house. also happening, hundreds of friends, students and faculty gathering on campus last night to remember a fellow student

killed in the terror attack in nice. >> you have a chance to meet him for a second, just know how lucky you are. >> close friends of nicolas leslie described him as a great guy who worked hard. he was studying abroad in nice when he was killed during last week's terror attack. honoring leslie is the best way to deal with the tragedy. >> indeed many of us hurt more now than we have before. i hope that we've gained an extra limb to reach for more with, an extra mind to think twice with and best of all, an extra heart to seek our vengean vengeance with. at 5:08 right now, happenin later today in the midst of several criminal investigations surrounding the open police department, later today the city council is going to consider forming an independent police

commission. and it's expected to have more clout than the usual review board or auditor. this one will have the authority to fire the police chief. the police officers association is expected to vehemently oppose this plan. in the meantime some activists say it doesn't go far enough. if approved by oakland city council it will go before voters in november. the planned waterfront arena for the warriors this morning looking a little more like game on. the judge yesterday ruled the plan could go forward. the judge shot down an effort by the mission bay alliance to block the project. they argued that the city cut corners. >> the court and the judge really got at was somehow this notion that the environmental review was ramped through city hall, all political and not done adequately. that's really not the case. >> yesterday's ruling may not be the last word opponents have five days to decide if they want

to appeal the case to a higher court. wear all game for weather we saw yesterday which was simply beautiful and we're in store for the same. good morning. >> good morning. no major changes today. we're starting out in the mid to upper 50s. today's highs will bring it up to 70 in oakland, 65 in san francisco and palo alto 68 # 67 degrees, lower 80s for the inland area from fairfield to concord, lover moore and morgan hill, san jose is up to 78 degrees, santa rosa will see a high of 76 degrees and santa cruz at 75. it looks like a nice day to head to the beach. we will have some low clouds and fog, mist and drizzle to start out the day and also going to see the highs that will be a little bit on the cool side. now as we head over to mike we get a view of what's happening on the roadways. everything is looking green. green will be the theme for the report. that's good news for most of our

a group vowing to replant two dozen trees in the south bay is doing so after vandals sawed them in half. it happened on friday along meridian avenue in san jose. the volunteers have since posted signs asking for help finding those responsible. 23 newly planted trees were just chopped down. the trees were paid for by city and federal dollars. >> it's a sad ness that someone could do something so mean and over 100 volunteers planted

these trees. >> the volunteers are trying to raise money to replant the trees now. a woman who spoke to nbc area about a rat infestation says she's fighting eviction. she showed us what she described anz infestation of rats in her home and surrounding neighborhood. 24 hours later she received a notice from her landlord to pay her backlog of rent within three days or move out. pearson stopped paying part of the rent because she had the landlord wasn't doing enough to clear up the problem. one legal expert agrees with her on that account. >> they have to remove pests if there's a pest infestation. >> whoever owns the problperty owns the problem. >> a county health representative spoke to us after inspectors visited the home. the landlord refused to speak to

us on camera. alameda city council members are reportedly deciding today if a second rent control measure is needed for the november election. they qualified one pro-rent notice. tonight the city council members are going to debate a second ordinance, one considered more middle of the road. the crown call reports that a third ordinance backed by the landlords actually failed to gather enough signatures. a bay area high-tech executive is taking on donald trump with up in ads. >> big newspaper ads in ohio and new york. >> no doubt the convention nears are seeing them. full page ads that say americans are frustrated and angry and scared and you donald trump have channelled this into your nomination. it goes on your campaign doesn't just seem wrong it seems un-american.

you want to look for new home construction as well as earnings from gold man and sax, johnson an john. raising 16 points to 23, the naz back up 26 to 5055. the latest out of volkswagen is some of the cars that pollute too much cannot be fixed. bloomberg reports there are internal documents that show the ldest version of the cars will still send far more pollution into the air even after volkswagen repairs them. recently california said it would not permit volkswagen to recall and repair certain cars. the car company must scrap 85,000 of them. the problem here is when you've got a car that emits 40 times too much nitrous oxide, fixing it and making it somewhat better is going to have a ridiculously overpolluting car. you can't fix it that much and it looks like a lot of these cars are going to have to be crushed. >> do damage control and

we see that we have low clouds and fog hanging around san francisco for a few more hours and then you know how it goes, a nice sunny afternoon. looking like a start this morning that will also be nice and cool. we may have some fog, mist and drizzle. the temperature now at 56 degrees. but the high today up to 65. a light jacket may be needed all day long. today will be a repeat of yesterday. then as we go through the week, the temperatures gradually climb. the weekend it's going to be so hot. so we are looking at some major changes over the next few days. as we go through the day in oakland, the planner shows us that we'll start out at 59 degrees into the upper 60s, low 70s, a breezy wind and a mix of sun and clouds. all of our microclimates show well below average temperatures with morgan hill high of 82, 67 at half moon bay and the mission district at 63 degrees.

and santa rosa 76, okayland 70. 82 in pleasanton. area of low pressure well to the north of us giving us an onshore flowing with helping us to stay in with the low clouds and dog. but then into the weekend the heat will build, we will not see much of the clouds. and the temperatures inland will be topping out near 100 degrees in spots. as we go through the next seven days in san francisco, still nice and comfortable, up through friday. and then into the mid 70s, it will start to feel a little warmer. but compare that to 98 degrees for the valleys on sunday, you will definitely want to head to the coastline to find somewhere to cool off. let's head over to mike now updating up on the east shore freeway. we have had the flashing lights that were popping up. we'll take that in a second. overall the bay shows a nice easy start to this tuesday. we call it traffic tuesday during the school year but right now tuesday is showing a nice smooth flow of traffic. there's the maze and the upper shore freeway, the north bay no

a simple house cat created a big scare on the peninsula. fish and game wardens examined the photos and determined that the supposed mountain lion was just a cat. neighbors near the high school wu told to stay indoors. but you know what in they never found the animal. okay. on the animal themes, that was

harmless enough thankfully. an east bay police dog is on the road to recovery this morning after being stabbed several times in the line of duty over the weekend. >> it started saturday night when police were trying to catch a man who struck a pedestrian on wooten drive. the person is expected to be okay. but then the suspect allegedly crash into a police car before taking off on foot through a neighborhood. police find tasers, bean bags enunleashed a-9s. >> the k-9 was sent into the push b ush to apprehend the suspect. it was the safest option at the time. >> the ak-9 has some stitches bt expected to be back on the job next week. coming up next web we're tracking breaking news out of the east bay. >> i'm kris sanchez in san leandro where a car jack crash with the arrest of three suspects. we'll tell you what we know.

seeing some build. 101 first person traffic and the bay bridge, metering lights in the backup. we do have breaking news we're tracking out of the east bay this morning where a car chase spanned two cities ending with a crash in san leeann do. >> kris sanchez joining us life with how it all happened. you have some new details coming in. >> reporter: we knew this started with a carjacking. what we did not know until just a few moments ago is that hit was also an armed robbery in the parking lot of a toys "r" us store. you may know where that is. the suspects came over on ban craft avenue and then turned onto east 14th street. that's when they collided with this gal va nieszed metal piping which is really here to protect people from being hit by cars when they're waiting for the cross light to turn. this came down, the car was just taken away on a flatbed truck. it was not drivable after that crash. the suspects were loaded into

ambulances. they will be checked out, then they will be taken into custody. we suspect one of them is a minor. but before police had those suspects out of the car safely, they had to approach with guns drawn because they weren't sure where the suspects were armed. again they had just excited an armed robbery in the parking lot. a k-9 was also assisted in the apprehension. this was a dramatic end clearly but it was just as dramatic in the beginning because of the way that it started in hayward in that parking lot. the driver went from the hayward parking lot to san lorenzo to san leandro where we are here at east 14th street and bancroft avenue. the wheels were turned the wrong way, the windshield was smashed. the suspects appeared to be injured. the good news is that all of this happened before the start of the morning commute. to impact on bancroft area. kris sanchez "today in the bay".

shooters continues this morning. >> r. >> reporter: berkeley police are looking for two people in a white van. tw what made this so frightening is when the person drew the gun, they initially couldn't tell whether or not it was real. this is when they started targeting the international house. you can see the yellow tape. blow out the main glass pane window which has sense be-- sin been replaced. they saw a man draw a gun and start firing. police tell us is was either a bb or pellet gun. the shooter fired between 6 and 15 shots shattering the window, leaving one student with a flesh wound by his eye. >> the faces of the people running towards us were really scared. i thought it was some kind of fireworks or someone was playing. but then i look, saw a guy by

that tree over there, he had the gun with both hands. >> reporter: as i mentioned, police are looking for two men who drove off in a why sedan. this happening just over 24 hours ago here on the cal campus. the suspects also shot a man in the back near channing and else worth before targeting the international house. reporting live here, bob redell, today in the bay. it is 5:36. a tragedy in new york city is hitting home here in the bay area after a young man from hillsburg was killed by an alleged drunk driver. the driver was an off duty police officer. the victim, drew es colville was a senior and sberng in new york. this is a picture from his facebook page. he was said to be walking with friends in brooklyn when the rookie officer drove onto the sidewalk early sunday morning.

the officer hit four people. the other three victims have serious injuries. the suspect was arrested. he wu due at work four hours later. east bay police department under the microscope this morning after the contra costa d a's office revealed flaws in how the diplomat is reporting crimes. a new report finds the pittsburgh police department failed to report more than 100 crimes in 2014. instayed it classified them as suspicious circumstances. and 40 of those reports should have been reported to the fbi as a serious crime. overall the report concluded the mistakes were not deliberate and recommended better training for personnel. now the warriors are a step closer to aaarena they want to build. opposers say that the fight is far from over.

>> reporter: that's right. the group that sued to block the new arena from being built on the site you see behind me says they'll continue to fight. here's why. we're at the corner of 16th and 3rd. ucf children's hospital is across the "squawk on the street," at&t park is down the way. the city isn't taking into consideration extra traffic and noise in an already congested area. still superior court judge garrick wong ruled late yesterday that the city's environment impact report was sufficient. you're looking at rendering of the project. 18,000-seat sports arena. the warriors are pleased with the court's ruling. opponents including the mission bay alliance remain convinced the traffic and air quality in the area will only get worse despite the environmental impact report dispelling this. the new center is expected to open in time for the 2018-202

financial guidance while you're mastering life. ofurk there is tense new video emerging out of turkey this morning, showing the moment that parliament officials reacted to a bombing in ankara over the weekend. this happened in the midst of the attempted military coup. officials were attending a session when they heard the bomb strike. three police officers died in that blast. now authorities say that at least 232 people total died in the unrest.

today, another fallen dallas police officer will be laid to rest. a funeral service will be held for officer michael krol. he was one of five police officers gunned down during a protest in dallas last week. officer krol's body was flound to his hometown of redford township, michigan where the service will take place. new details emerging about the gunman who ambushed baton rouge police officers sunday morning. we're getting a look at new surveillance videos showing the gunman armed with two rifles and a hand gun as he snuck up behind officers and opened fire. three officers died, three other wrs wounded. the suspect was eventually gunned down by police. side show suspect is off the suspect after ticking off one too many drivers. the chp arrested a driver on sunday for doing these side show do nuts on the bay bridge and stopping traffic. officers stopped the driver and

arrested him as he was getting off the bridge. the mustang is impounded. a timely call enabled them to be in place as the suspect drove by. brt a moving toward with installing working surveillance cameras on its trains. most of the a cameras inside the car are fake, a fact that came to light six months ago. now after testing several different kinds of cameras, b.a.r.t. officials have decided on one. the board of directors must authorize the purchase of the cameras which will cost more than $100,000. that decision should come by september. covered california users should learn today what rates they'll pay in 2017. some fear it will be a lot higher. several other states reported large increases on their 2017 insurance premium. cover california provides health plans to 1.5 million people who do not receive coverage elsewhere. rates are riz ds over the past
